VIOLATION of the Code of Ordinances of the City of Oviedo Sec. 22-45. General requirements. (a) The keeping, dumping, storing, placing or maintaining of any motor vehicle, vehicle or vessel that is not licensed, or not operational, or which is physically or mechanically incapable of being, or legally not permitted to be, operated on the public streets is prohibited on any property within the city or on the public street or public street right-of-way unless said motor vehicle, vehicle or vessel is entirely contained within a completely enclosed building or unless lawfully authorized in connection with the operation of an approved business enterprise or storage facility.; ARTICLE IV. PROPERTY MAINTENANCE CODE, Sec. 14-70. Adopted by reference., SECTION 304 EXTERIOR STRUCTURE, 304.1 General. The exterior of a structure shall be maintained in good repair, structurally sound and sanitary so as not to pose a threat to the public health, safety or welfare.; 304.2 Protective treatment. All exterior surfaces, including but not limited to, doors, door and window frames, cornices, porches, trim, balconies, decks and fences shall be maintained in good condition. Exterior wood surfaces, other than decay-resistant woods, shall be protected from the elements and decay by painting or other protective covering or treatment. Peeling, flaking and chipped paint shall be eliminated and surfaces repainted. All siding and masonry joints as well as those between the building envelope and the perimeter of windows, doors, and skylights shall be maintained weather resistant and water tight. All metal surfaces subject to rust or corrosion shall be coated to inhibit such rust and corrosion and all surfaces with rust or corrosion shall be stabilized and coated to inhibit future rust and corrosion. Oxidation stains shall be removed from exterior surfaces. Surfaces designed for stabilization by oxidation are exempt from this requirement.

The keeping, dumping, storing, placing or maintaining of any garbage, rubbish, trash, refuse, can, bottle, box, container, paper, tire, appliance, mechanical equipment or part, building or construction material, tool, machinery, wood, motor vehicle part, aircraft part, farm machinery or equipment or junk upon any uncovered premises or uncovered portion of premises, is prohibited unless they are deemed necessary items associated with and approved permit for the site or lawfully authorized in connection with the operation of an approved business enterprise or storage facility.; Sec. 22-173. Overgrown lots. Allowing vines, underbrush, weeds and/or wild growth in excess of 18 inches in height from the ground or grass in excess of 12 inches in height from the ground to develop on any improved or previously maintained lot, tract or parcel of land in the city shall be unlawful and is hereby prohibited.; ARTICLE IV. The owner of the premises shall maintain the structures and exterior property in compliance with these requirements, except as otherwise provided for in this code. A person shall not occupy as owner-occupant or permit another person to occupy premises which are not in a sanitary and safe condition and which do not comply with the requirements of this chapter.
