I understand that a background check will be made upon submission of this application. I understand that certain criminal convictions, any previous actions which may reflect unfavorably upon the Oviedo Police Department any attempt to deceive or conceal pertinent information, or reason to believe I may be a security risk can be cause for membership denial or dismissal. I give full and unqualified permission to the Oviedo Police Department to make any and all inquiries into my present and past personal and business status as may be deemed necessary in the interest of the Police Department. I understand the Oviedo Police Department Community On Patrol program is a voluntary organization and I will receive no compensation for membership or participation.

    I, (Name listed above) , do hereby request the Oviedo Police Department grant me permission to be a member of the volunteer program and allow me to ride/drive in an authorized Oviedo Police Department motor vehicle.

    If permission is granted, I hereby agree to obey all instructions, orders, and commands given me by authorized person(s) of the Oviedo Police Department at all times.  I fully realize and appreciate the basic nature of law enforcement work and the possibility that situations may arise which may result in my being exposed to the danger of physical harm, personal injury or death caused by incidents including, but not limited to: motor vehicle accidents, acts of violence by others or any other intentional or negligent acts or omissions by me, or any other officer, employee, or agent of the City of Oviedo.

    Wherefore, in consideration of the opportunity to function in the capacity of an Oviedo Police Volunteer, I hereby agree to hold the Oviedo Police Department, the City of Oviedo, its City Council, its employees, agents and servants harmless from all liability for property damage, physical harm, personal injury or death arising out of my experience as an Oviedo Police Volunteer and I further agree to waive all rights or claims for damages, legal or equitable, arising out of any intentional or negligent acts or omissions by me, or any officer, employee or agent of the Oviedo Police Department.

  22. VOLUNTEERS IN POLICING
  23. General Definitions and Conditions of Work

    This position requires vigilance in observing and reporting criminal activity in the community, reporting hazardous situations, and assisting police personnel with non-enforcement duties. Performs semi-skilled secretarial, clerical, or administrative duties involving set procedures and rules.  Work involves typing, records, filing, telephone, and personal reception for the unit.  Work is performed under regular supervision

  24. Specific Duties and Responsibilities

    -Staff the C.O.P.S. and Volunteer Center at the Oviedo Marketplace and other areas, as deemed necessary by the Chief of Police or designee.

    -Assist police personnel with clerical and/or other administrative duties, as may be assigned.

    -Answers to and is directly responsible to their assigned work/shift supervisor or C.O.P. Supervisor.

    -Assists with crime prevention.community involvement activities or training programs.

    -Attends meetings and training sessions, as applicable.

    -Answers inquiries for information, and give information, guidance, or assistance to people which may directly facilitate task accomplishments.

    -Meets the established reasonable schedule or list of dates to which they commit.

    -Performs other duties as assigned.

  25. Minimum Qualifications

    Must be at least fourteen (14) years of age (ages 14-17 require parental approval). Volunteers 14-17 years of age must have their own transportation or immediate transportation available and be of a maturity level to be capable of being left unattended in the event of an emergency closing of the COPS Center or other areas of assignment.


  26. Knowledge, Abilities and Skills

    Ability to establish and maintain effective working relationships with associates and the general public; ability to follow oral and written instructions.  Various administrative assignments to include filing, typing, and record keeping.  Purging and shredding documents, reception greeting customers, answering telephones, message taking, and other duties as required.  Any other areas as assigned by the Volunteer Supervisor or designee.

  27. Physical Requirements

    Physical Ability: This is sedentary work requiring: reaching, fingering, and grasping.

    Sensory Requirements: Vocal communication is required for expressing or exchanging ideas using the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing data; observing general surroundings and activities.

    Environmental Factors: Work in primarily indoor conditions.  The worker may be exposed to blood-borne pathogens and may be required to wear specialized personal protective equipment.

  29. Volunteer Agreement

  30. A. The following guidelines are furnished for the information and guidance of the volunteer.
  31. Goal

    The volunteer will perform a specific task in a supportive role.

  32. Responsibility

    The volunteer has agreed to perform a service that has been discussed before the assignment.  No one will be expected to perform in any area in which they lack basic skills or qualifications.  A change in assignment will be discussed with the Volunteer Supervisor.

  33. Confidentiality

    The volunteer will honor the Oviedo Police Department Code of Confidentiality. Any reports read or any conversations heard are not to be discussed outside the Police Department.

  34. Punctuality

    The volunteer is expected to report on time.  When a member cannot fulfill a duty assignment due to illness, personal business, or employment, that member is responsible for personally notifying the Volunteer Supervisor, the on-duty shift supervisor, or the assigned section supervisor at least eight (8) hours in advance or as far ahead as possible.

  35. Dress Code

    The volunteer is a representative of the Oviedo Police Department and is expected to dress in a professional manner in accordance with this policy.

  36. Conduct

    The volunteer is expected to act professionally, in speech, and actions.  Be considerate of clients, staff, and other volunteers.  The identification badge will be worn at all times while working, when in the Oviedo  Police Department, and when in other city facilities.  It should not be displayed at any time while outside except in the performance of official duties.  At no time will volunteers conduct themselves in any manner which might suggest they are law enforcement officers or have any official status with the Oviedo Police Department other than as a volunteer.

  37. B. Any questions concerning an assignment, the designated service hours, or any problems are to be discussed with the Volunteer Supervisor or the supervisor to which they are assigned.
  38. C. Volunteers are no considered to be regular employees and should have no expectations as such. Volunteers serve at the discretion of the Chief of Police and may be dismissed at any time. A volunteer also may choose to withdraw from the program at any time. When a volunteer leaves the program for any reason, the identification badge and all other city/police property issued to the volunteer must be surrendered immediately. Volunteers will not be reimbursed for approved optional items which they may have elected to purchase.

  41. Oviedo Police Department Citizens on Patrol Program Authority Agreement

    I have chosen to patrol the City of Oviedo as a member of the Oviedo Police Department's Citizens on Patrol program.  I recognize that, as a citizen, we are collaboratively working with the Police Department to make our neighborhoods and community a safer place to live.  I will follow the guidelines established in the Police Volunteer Program Policy and Procedure (P&P 2004).

    When patrolling neighborhoods within the City of Oviedo, I understand that I am only to observe activities around the city.  I accept responsibility for my actions while on patrol and the consequences of those actions.  I will respect the officers and fellow volunteers who share my concern about our community and will not act in a way to jeopardize their personal safety or mine  I will listen to the officers while on duty and understand that they are a complete authority at all times.

    I understand that I am a representative of the Oviedo Police Department, but have no implied authority above that of any citizen.  I will follow the limitation guidelines set in the Citizens on Patrol Volunteer Program Policy and Procedure (P&P 2004).

    I recognize that I can be suspended or terminated at any time due to violating the terms of this agreement.  I willingly take on the role of Oviedo Police Department volunteer and will perform my duties to the best of my abilities.
