Further, a conviction within the last three (3) years for driving while intoxicated, under the influence of narcotics, and/or any serious violation, to include, but not limited to, reckless driving, endangering the lives of others, or racing, are grounds for disqualification in compliance with the requirements of the City’s insurer. Public Works - Water Conservation

1
  • Aquifers can be thought of as vast underground porous rocks that hold water and allow water to move through the holes in the rock. Aquifers can be composed of different types of earthen materials such as sand, shell, and limestone. Fresh and salt water fill the various sized holes in the rock. Freshwater generally fills the uppermost part of aquifers while salt water is present at greater depths.

In some areas, water in an aquifer is confined or overlain by a thick layer of clay followed by sandy soil extending up to the land’s surface. Where water in an aquifer is confined, the water is under pressure. This pressure allows water to rise in a well above the top of the aquifer and, in some places, above the land’s surface without a pump which results in an artesian well

    Disaster Preparedness
    1. Know the elevation of your home and surrounding area.  If you live in a flood prone area, make sure you have adequate flood insurance, which is separate from normal homeowner insurance.
    2. Evacuate if so advised. Leave the area if authorities tell you severe flooding threatens the area.
    3. Do not drive your vehicle into water of unknown depth.
    4. Do not let children play in floodwaters.  They area often contaminated and may contain hazards such as open drains, sharp objects, even snakes.
    5. After a flood, boil drinking water or use bottled water until advised otherwise by officials.
    Disaster Preparedness
  • A Hurricane Watch is issued whenever a hurricane becomes a threat to the area, and the arrival of tropical storm force winds is expected within 36 to 72 hours (39 MPH or higher).  Listen for further advisories and be prepared to act promptly if a warning or evacuation order is given.

A Hurricane Warning is issued when tropical storm force winds are expected within 24 to 36 hours. Precautionary actions should begin immediately.  Evacuation orders will be issued for residents in manufactured homes and special needs residents.

    Disaster Preparedness
    • Board up windows or protect them with storm shutters or hurricane lamination.  Windows are broken mainly from flying debris.
    • Secure outside objects that might become airborne such as garbage cans, garden tools, toys, signs, porch furniture, and other items that can become deadly missiles in hurricane winds.
    • Moore your boat securely before the storm arrives or move it to a designated safe area early.
    • Keep your car fueled should evacuation become necessary.
    • Check battery-powered equipment and have plenty of spare batteries.
    • Above all, keep tuned to local news media for the latest storm news and shelter openings.
    Disaster Preparedness
  • Only when instructed by local emergency management officials through local media sources.

The Seminole County Office of Emergency Management recommends that mobile home residents and students in portable classrooms evacuate during a tornado watch.

    Disaster Preparedness
  • A Tornado Watch is given when weather conditions are favorable for the formation of tornadoes, i.e., during severe thunder storms. During a Tornado Watch, keep an eye on the weather and be prepared to take shelter immediately if conditions worsen.

A Tornado Warning is given when a tornado funnel is sighted or indicated by radar. You should take shelter immediately. Because tornadoes can form and move quickly, there may not be time for a warning, so it is important to stay alert during severe storms.

    Disaster Preparedness
    • If your area is under a tornado warning, seek shelter immediately and monitor this weather situation.
    • Avoid windows. Flying glass can injure or kill. Don't open windows. Allowing strong winds in can do damage or cause injury.
    • The safest place in the home is the interior part of the basement. Where there is no basement, go to an inside room on the lowest floor, like a closet, hallway, or bathroom with no windows. For added protection, get under something strong. Above all, protect your head.
    • Do not stay in a mobile home during a tornado. Even homes with a secure tie-down system cannot withstand the force of tornado winds.
    • If on the road, get out of the vehicle. Do not try to outrun a tornado in your vehicle. Seek shelter in a ditch or ravine. Lie flat and put your arms over your head. Do not get under a vehicle.
    • If caught outside, get in a ditch, gully, or low spot on the ground. Protect your head and body. Do not get under trees or a vehicle.
    Disaster Preparedness
  • The Seminole County Office of Emergency Management endorses the use of weather alert radios as the primary means to notify the public about severe weather.

Weather alert radios can alert you 24 hours a day in your home, school, or office, about severe weather conditions or other threats to public safety, specifically in the middle of the night when you are not monitoring TV or radio.

Weather alert radios vary in cost (with basic, hand-crank models beginning around $15) and are available at most retail electronic stores.

Streetlight Assessment FAQ

14
  • A special assessment is a charge placed on a property because that property receives a special benefit from the services or facilities that are funded by the special assessment.  A street light special benefit is based on the provision that street lights specially benefit all of the improved parcels, whether residential or commercial, by protecting and enhancing their value, use and enjoyment.  The provision of street lights provides better identification and recognition and can enhance safety and access to property.  A special assessment is not a tax and is not based on the value of your property.

    Streetlight Assessment FAQ
  • The streetlights are owned by either Duke Energy Corporation, Florida Power and Light, Orlando Utility Commission and The City of Oviedo.

    Streetlight Assessment FAQ
  • Each parcel being assessed must receive a special benefit that equals or exceeds the amount of the special assessment actually imposed on the parcel. All developed parcels within the City benefit from street lighting services. Parcel apportionment is accomplished through the development of a base billing unit, called an Equivalent Benefit Unit (EBU).

One (1) EBU equals one (1) Single Family Residence, multifamily 10 units or 0.26 acres for General Service Parcels.

    Streetlight Assessment FAQ
  • The proposed Non-Commercial assessment per residential unit is $78.13 per year.

    Streetlight Assessment FAQ
  • General Service Parcels which include commercial and multi-family parcels with more than 10 units will be charged per 0.26 acres of property, or one Equivalent Benefit Unit(EBU), with a cap of 50 EBU’s

    Streetlight Assessment FAQ
  • Assessments will be initiated in the fall of 2018 and will appear as a line item on your property tax bill. If you make monthly mortgage payments, it is likely that this amount will be escrowed by your mortgage and your monthly mortgage payment will include this assessment.

    Streetlight Assessment FAQ
  • Street light services are currently paid by a gas tax revenue called the Local Option Gas Tax (LOGT) and the City’s general fund.  As automobiles continue to become more efficient and in some cases 100% electric, the LOGT fund will decline to the point where it could only cover construction costs for required transportation projects (i.e., new roadways, turn lanes, traffic signals, sidewalks, etc.).

Additionally, LOGT funds are allocated to municipalities based on the proportional share of transportation expenditures made by each municipality.  Street light expenditures are an allowable expense from LOGT funds, but reduce the City’s ability to maintain and construct new roadways. By utilizing the street light assessment funding source, the ongoing costs of street lights can be covered and, at the same time, the City’s LOGT and general fund can be maximized.

    Streetlight Assessment FAQ
  • The majority of municipalities fund their street lighting cost from their General Fund, Local Option Gas Tax (LOGT), or through special assessments. However, special assessments are becoming more common as they are seen as a more equitable way to pay for the service.

    Streetlight Assessment FAQ
  • The assessment will fund energy costs associated with operating current street lighting in public rights of way city wide, maintenance of street lighting in public rights of way city wide, upgrading of existing street lighting to energy efficient Light Emitting Diode (LED) technology and expanded lighting in non-lighted areas such as Mitchell Hammock Road.

    Streetlight Assessment FAQ
  • No. Special assessments can only be used for the services or facilities for which they have been imposed.

    Streetlight Assessment FAQ
  • Yes. However, as required by law, the assessment implementation documentation requires that assessments cannot be increased without first conducting a public hearing on the matter in front of the City Council.

    Streetlight Assessment FAQ
  • Yes. There are a few areas within the City that have deficient street lighting. However, the street light assessment includes a small capital component to fund the installation of street lights in these deficient areas.  Staff is proactively identifying these areas and will arrange for the installation of street lights.

    Streetlight Assessment FAQ
  • Private communities are not exempt from the Streetlight Assessment. While many private/gated communities pay for their internal street lighting the City’s Street Lighting Assessment encompasses all public rights of way within the City. All residential and commercial property owners benefit from the City’s public road network and the lighting contained thereon. Additionally the Street Lighting Assessment will provide for the expansion of street lighting in currently unlit areas throughout the public road network and the upgrade of the existing street lighting system to new (LED) technology. Furthermore the City’s street lighting network enhances both the Police and Fire Department’s response times for all City properties and enhances nighttime pedestrian safety.

    Streetlight Assessment FAQ
  • If you have a question regarding the street lighting assessment, you may contact the City of Oviedo at (407) 971-5681, Monday – Friday between 8 a.m. and 4 p.m.

Public Works - Chlorine Flush FAQ's

12
  • Water used for drinking and cooking should be free of pathogenic (disease-causing) microorganisms that cause such illnesses as typhoid fever, dysentery, cholera, and gastroenteritis. Since the advent of modern water treatment systems in the early 1900's, waterborne occurrences of these diseases have been dramatically reduced.

Public Works - Chlorine Flush FAQ's
  • Although there are several methods to eliminate pathogenic microorganisms in water, chlorination is most commonly used and is an excellent way to disinfect drinking water supplies. The City of Oviedo uses chloramines, a variation of this method, to treat and disinfect our drinking water supply.

Chloramines are produced at water treatment plants by combining chlorinated water and ammonia. This is done to increase the effectiveness of the disinfecting material as it journeys through miles of underground pipes. It also reduces the taste and odor of water, which is purely chlorinated.

The City of Oviedo’s treatment process for potable water meets all of the requirements established by the federal, state, and local regulatory agencies. Call 407-971-5681 to request the most recent Annual Water Quality Reports for more information and the most up-to-date water quality test results.

Public Works - Chlorine Flush FAQ's
  • In some areas of Oviedo, water moves very slowly through the distribution pipes. Slow movement may cause sediment to build up over time, resulting in a film to accumulate along the pipe walls. Flushing lines cause the water to move very quickly, cleaning the pipes, and assuring consistently good water quality.

Public Works - Chlorine Flush FAQ's
  • No. The flushed water is free to either evaporate or percolate into the ground. Also, the overall increase in water use for flushing is small compared to the amount of water used during the year.

Public Works - Chlorine Flush FAQ's
  • Temporarily converting from chloramines to free chlorine is done to accompany the flushing process. Overtime, sediments accumulate in water pipes. If not controlled, this can reduce the quality of our drinking water. The material in water pipes can become accustomed to the chloramine disinfectant, which is routinely used. Switching to free chlorine, which is a stronger disinfectant, for a short period, ensures the quality of our water during the flushing process. Using fire hydrants to conduct system-wide flushing of our distribution mains, combined with the disinfectant change, is a very effective method for cleaning out this sediment and other built-up material. This procedure is a standard practice used nationwide.

Public Works - Chlorine Flush FAQ's
  • You may notice a slight chlorine taste and smell to water during this period. This is normal and poses no health risk. If you would like to minimize this odor, you could put a pitcher of water in the refrigerator until cold and then drink.

You may also see Oviedo Utility crews with fire hydrants open and water flowing. This is part of the water main flushing activities.

Public Works - Chlorine Flush FAQ's
  • The Conversion will last for approximately 20 days to get to the outer most points of the distribution system.

Public Works - Chlorine Flush FAQ's
  • No, the City of Oviedo routinely conducts this maintenance on our drinking water system on an annual or bi-annual basis.

Public Works - Chlorine Flush FAQ's
  • Yes. This is a common industry practice. Many utilities throughout the country that use chloramines as a distribution system disinfectant convert to free chlorine annually for water line flushing.

Public Works - Chlorine Flush FAQ's
  • Kidney dialysis patients can safely drink, cook, and bathe in chloramine-treated water. Chloramines are only harmful if they directly enter the bloodstream. Since water does come into contact with the bloodstream during hemodialysis, very strict water purification standards should already be followed by your healthcare provider. However, if you have any concerns, please contact your healthcare provider for more information.

Public Works - Chlorine Flush FAQ's
  • Chlorine and chloramine may be toxic to fish, other aquatic animals, reptiles, and amphibians. Unlike humans and other household pets, these types of animals absorb water directly into the bloodstream. However, products are available at aquarium supply stores that can remove chloramine. Ask your local pet store about methods of eliminating disinfectants from water for these pets.

Precautionary Boil Water Notice

9
  • Precautionary boil water notices are commonly issued when there is a loss of positive water pressure due to a technical issue, broken pipe, scheduled repair or loss of power. When the water main loses pressure, due to either a broken water main or a scheduled outage, it is possible that contaminants can seep into the pipes.  This does not mean the water is contaminated, it simply means the possibility exists that something may have entered the water system during the loss of pressure and water should be boiled as a precaution.

    Precautionary Boil Water Notice
  • When a precautionary boil water alert is issued, you should take steps to ensure any water you ingest or any water which comes in contact with an open wound is either boiled, bottled or purified. Boiling for at least one full minute is the safest and most effective method of disinfection. Fill a pot with cold water and start timing when steady streams of bubbles pop from the bottom of the pot. Water must be adequately cooled before it can be used for washing or brushing teeth. Store the boiled water in clean, covered containers.

    Precautionary Boil Water Notice
  • During a precautionary boil water alert, it is rare for someone to become ill due to drinking tap water. However, if you are experiencing nausea, diarrhea or vomiting you should seek medical attention.

    Precautionary Boil Water Notice
  • Yes, showering or bathing is acceptable. But you should be careful to not drink the water. Although, those with open wounds or who are immunosuppressed should consider using bottled or boiled water to bathe until the notice is lifted.

    Precautionary Boil Water Notice
  • As a precaution, please use bottled or boiled water to brush your teeth until the notice is lifted.

    Precautionary Boil Water Notice
  • Vigorous boiling for at least one full minute is the safest and most effective method of disinfection. Do not forget to let the water adequately cool before using it.

    Precautionary Boil Water Notice
  • If you are hand-washing dishes use hot soapy water, then use boiled water to rinse. If you are using a dishwasher it is safe to use if the hot water reaches at least 170 degrees or the dishwasher has a sanitizing cycle and includes a full dry cycle.

2024 Bond Referendum - New Police Facility

7
  • A bond referendum is a voting process that gives voters the power to decide if a city should raise funds through the issuance of general obligation bonds. A general obligation (G.O.) bond is a form of borrowing in which a city pledges to repay the debt with interest over a specified term. G.O. bonds are generally the least costly financing option available to a city for funding these projects. A referendum is the only way a G.O. bond can be approved.

2024 Bond Referendum - New Police Facility
  • General obligation bonds allow the City to pay for major capital investments having a public purpose, such as Oviedo on the Park, roadways, sewer systems, or public buildings, like police stations.

Bonds are sold to investors, and the proceeds are used to pay for capital projects. Bond funds cannot be used for everyday operating costs, such as salaries for police officers, firefighters, or City employees (other than those working directly on capital projects). Operating expenses are typically paid for by annual revenue that supports the City’s General Fund, such as property tax revenue.

2024 Bond Referendum - New Police Facility
  • Yes, there will be an impact on your ad valorem tax bill. This will depend on the amount borrowed and the taxable value of your real property located in the City of Oviedo, as determined by the Seminole County Property Appraiser.

2024 Bond Referendum - New Police Facility
  • The cost to a resident will depend upon the taxable value of a resident’s real property located in the City of Oviedo.  For example, the cost for a resident who owns real property in Oviedo with a $200,000 taxable value will be about $97.05 annually.   The cost for a resident who owns real property in Oviedo with a $300,000 taxable value will be about $145.58 annually.   The cost to the resident who owns real property in Oviedo with a $400,000 taxable value will be about $194.11 annually.

2024 Bond Referendum - New Police Facility
  • Early Voting will take place from October 21, 2024, to November 3, 2024. Election Day is on Tuesday, November 5, 2024.

2024 Bond Referendum - New Police Facility
  • The Oviedo Public Safety Building project requires an estimated $31,815,822 to construct.  Voters approved $11,400,000 for the project in 2016.  Shall the City issue additional bonds not exceeding $20,415,822 bearing interest not exceeding maximum legal rates pledging the City’s full faith and credit for up to thirty years from date of issuance, payable from ad valorem taxes on all City taxable property, without limitation as to rate or amount, as provided in Ordinance No. 1745?

                Yes - For Bonds                                   [ ]

    No -  Against Bonds                            [ ]

2024 Bond Referendum - New Police Facility
  • In 2016 voters in the City of Oviedo approved a G.O. bond referendum in an amount not to exceed $11,400,000 to construct a 20,000-square-foot police station and renovate the existing public safety building for a different use. The referendum was approved by 57% for and 43% against. Even though the City did not issue the bonds in 2016, the approval is still valid.  The $11,400,000 approved in 2016 can be used for the construction of the new police station. The ballot references the $11,400,000 to inform the voters the City plans to use those funds as part of the funding for the new police station, and the referendum is to approve an additional $20,415,822 needed to complete the construction of the new police station.
