Operations
The Operations Division is responsible for the construction and maintenance of the City’s infrastructure which includes City roadways, sidewalks, and stormwater facilities. The Operations Division also provides arbor/grounds maintenance for City roadways and City facilities, as well as provides fleet services for all City vehicles. The Operations Division also has the responsibility for pre-hurricane preparations and post-event clean-up.
The Public Works Department ensures that trees located within the public right-of-ways are maintained to provide shade for city roadways, sidewalks, and municipal properties by:
- Conducting maintenance inspections
- Removing dead or diseased trees
- Trimming or removing trees and other foliage that may obstruct driver or pedestrian line of sight
Tree City
The City of Oviedo has been a Tree City USA recipient for 26 years. This national recognition is through the Arbor Day Foundation.
Tree Removal
Trees within the city require a permit for removal. If a tree is diseased, failing, or a threat to structures, a letter from a licensed arborist will waive the permit requirement. The permit for tree removal can be found here.
Planting Trees On Residential Property
As you prepare for your springtime yard refresh, please review the following information about planting trees. Trees provide shade and enhance our landscaping and neighborhoods. However, what trees can also do is infiltrate our utility systems if they are planted in the utility easement of your property. When you plant a tree in the easement, the roots can spread deep and wide. Those roots can infiltrate the public stormwater or utility systems. While the ground above appears to be normal, the roots underground can destroy public infrastructure.
The roots (in this case) have completely infiltrated the stormwater drain, which is a very costly and time-consuming repair. The picture below shows one of our stormwater drains blocked by root growth. This damage can lead to blockages and backups which lead to street flooding. You can refer to your property's survey to see where your property easements are, or you can contact our Public Works Department's Stormwater Administrator at:

Fleet Services strives to ensure that city employees have reliable access to vehicles and equipment that are required for operational needs. Fleet Services also ensures that the items are purchased, operated, and maintained safely and cost-effectively.
Fleet Services staff are skilled in a wide variety of areas, including maintenance, repair, parts acquisition, and management. Should issues arise that Fleet Services is not equipped to resolve in-house, various contracts are maintained with local, regional, and national businesses to address those needs.
Fleet Services also maintains a fueling station and strives to maintain adequate balances at all times to address emergencies. To ensure accountability, fuel transactions record data of the vehicle and the employee using the dispenser. Fleet Services also oversees, maintains, and ensures city generators are operable at all times.
Fleet Services staff and management seek continuous training and improvement to optimize the maintenance of vehicles and equipment to better serve city staff and efficiently utilize taxpayer resources.

Who Do I Call To Report A Pothole?
Not all streets within City limits are maintained by the city. Gated communities, Seminole County and FDOT also have maintenance responsibilities for streets within the city limits. For city owned streets please report potholes using the fixit form here.

The city sidewalk crew maintains public sidewalks, challenges occur when street trees have roots that elevate the concrete, creating a lift. To report a lifted sidewalk or broken panel please use the fix it form here.
